Welcome to the Congressional Energy Engagement Foundation (CEEF) website! CEEF is a non-profit 501(C)3 organization that aims to promote the use and understanding of advanced nuclear energy by educating, informing, and developing relationships with bipartisan/bicameral policymakers and the public. Our vision is to create a future where nuclear energy is widely accepted and recognized as the key solution to combating climate change, ensuring energy and national security while enhancing community well-being, economic development, and energy equality.

Our aim is to inform, raise awareness and build key relationships with bipartisan U.S. Members of Congress, the Administration and other influential leaders. To achieve this, we implement proven, strategic initiatives developed by Congressional Energy Engagement, LLC that foster open bipartisan dialogue with key stakeholders in the nuclear energy community on Capitol Hill and throughout the Nation. Additionally, we are dedicated to launching a groundbreaking and impactful national advertising campaign. This campaign aims to support the numerous benefits of nuclear energy as a clean, safe, and dependable source of electricity crucial to achieving a decarbonized energy future, vital for National Security, fosters energy prosperity and equality, secures the U.S. supply chain, and promotes economic development.
In addition to benevolent support, CEEF’s strategy involves organizing a prestigious and highly anticipated.
“Nuclear Gala of the Year” providing the cornerstone of annual fundraising efforts where nuclear organizations, stakeholders and philanthropists can contribute to the success of our mission and have a principal presence.

As the Senior Fellow for the United States Nuclear Industry Council and an appointed member of the Governor of Tennessee's board, The Tennessee Nuclear Energy Advisory Council, Michelle stands as a key figure in shaping the landscape of nuclear energy policy at both national and state levels.
Under Michelle's leadership, CEE has emerged as a powerhouse for government engagement programs, advancing clean energy solutions and reinforcing the Nation's energy leadership role. Her impact spans bipartisan Members of Congress, C-level industry leaders, and key stakeholders. Notably, she developed the U.S. Congressional Energy Leaders Forum, now known as the Nuclear Policy Leadership Dinner & Discussion under the American Nuclear Society, showcasing her adeptness in coalition building.
Michelle's commitment to nurturing future leaders in nuclear energy is evident in her involvement with initiatives like "Navigating Nuclear: Energizing Our World" and immersive programs for Oak Ridge National Laboratory and university students. Her work transcends traditional boundaries, fostering cross-sector collaboration and supporting clients in reaching strategic objectives for clean energy transformation. Additionally, Michelle collaborates extensively with globalenergy think tanks, universities, and more, driving innovation in both fission and fusion technologies.Primary work-based in Washington, DC, Michelle remains connected to her home in Tennessee. As a sought-after speaker on "How to Work Effectively with the Federal Government - The Importance of Building Authentic Relationships," she shares insights gained from her extensive experi-ence. MICHELLE AMANTE-HARSTINE
Michelle Amante-Harstine, the founder and CEO of Congressional Energy Engagement, LLC (CEE), is a distinguished professional with over 25 years of experience in the public and private sectors. Her entrepreneurial journey took root during her tenure at the U.S. Department of Energy's Office of Nuclear Energy, where she served as Senior Advisor for Stakeholder Engagement. In this influential role, Michelle became a catalyst for strategic relationships and introduced groundbreaking initiatives on Capitol Hill.

Aaron Harstine
Aaron Harstine brings a robust background in federal government affairs, with a specialized focus on infrastructure initiatives. Based in Nashville, Tennessee, and Washington, D.C., Aaron has successfully navigated the complexities of legislative processes, securing critical language in multiple bills and obtaining exemptions from a pivotal FTC ruling during his tenure as Director of Federal Government Affairs for HomeServe USA from January 2021 to February 2024.
His acute understanding of the intersections between public policy and infrastructure development, coupled with a well-established network of relationships within the House of Representatives, positions him as a pivotal figure in advancing the board’s objectives. Aaron's strategic approach to government relations has not only influenced significant legislative outcomes but also positioned him as a key resource in shaping policy to foster sustainable and equitable energy solutions.

Dale Vines
Dale Vines is an experienced executive with a distinguished background in engineering, industrial projects, and corporate leadership, currently serving as Executive Vice President of Business Development at Dominion Energy. With degrees in Electrical Engineering from Mississippi State University and an MBA in Finance and Management from Tulane University's A.B. Freeman School of Business, Dale skillfully blends technical expertise with strategic business insight.
His career has been highlighted by leadership roles across several firms where he spearheaded project management, engineering management, and business development, particularly in the energy and power plant sectors. At the Congressional Energy Engagement, Dale utilizes his deep knowledge to contribute to energy policy discussions and infrastructure development, focusing on promoting sustainable and innovative energy solutions through educational and advocacy efforts.
Dale's comprehensive understanding of the operational and technical aspects of energy projects makes him a vital asset to the board, dedicated to advancing safe, efficient, and environmentally responsible energy practices.
Richard Johnson
Richard Johnson brings a wealth of expertise in strategic planning, business development, and fundraising with over two decades of distinguished experience. As President of Richnet Consulting since January 2010, located in Chattanooga, Tennessee, Richard has successfully directed startup campaigns targeting fundraising, strategic partnerships, and brand development. His adeptness at cultivating relationships and managing impactful marketing and communications strategies has driven significant business growth and operational excellence.
Prior to his leadership at Richnet Consulting, Richard served as the Regional Director of Business Development for AOL from 1995 to 2008. In this role, he was responsible for spearheading new business initiatives and enhancing client relationships across the United States. His strategic approach significantly boosted economic and workforce development, underlining his capability to transform business operations and market presence.
At the Congressional Energy Engagement Board, Richard applies his extensive experience in strategic and event planning, campaign management, and partnership development.
